Bleed is the extra artwork that extends past where your job is actually cut. Without it, any tiny movement in the guillotine leaves a white sliver at the edge — bleed is what makes sure that never happens.
Set your document up at trim size plus 3mm on every edge, extend your background art to the new edge, and keep any text or logos at least 4mm inside the original trim line.
